Mercy Rule should be opt-in for small team games

Was playing Doubles Salvage last night and we were up against a team of 1 sniper and 1 Titan Juggernaut shottie. We were getting wrecked and were pretty scattered. We decided to regroup and focus on team-shooting Juggershotdude who was reckless charging us alone, and then focus on Mr. Snipey. The strat started working. We took a couple more hits when he smashed us but our outlook was positive. We had just disabled a Relic they activated after killing them both and then Heavy ammo came up, my teammate challenged theirs with Goldie, but he took a rocket to the face, which then triggered the Mercy. I pushed in with a smash and took them both out, and I had full maching gun ammo, but nobody to use it on any more. The final score was 3075-1080. With the target score being 7500, I fail to see why we were denied a comeback opportunity. It was a game we didn't want to let go of, but were left with no choice, and it annoyed the hell out of me. Even if we were to end up losing (which was quite likely), I wanted the chance to make a fist of that game because I knew we could both do better. TL;DR Let players in the losing team in 3v3 and 2v2 decide on whether or not they want to activate Mercy. This option would only be available after the existing threshold for Mercy has been reached.
