Spare Change broken perk combo...
Okay, so I just obtained a Spare Change.25 and it has the following perks:
[b]Outlaw[/b]
[b]Feeding Frenzy[/b]
I have never saw this perk combo in all my time od playing Destiny, please can someone explain why this happened?

The only thing more broken is my hand of judgement with explosive rounds and outlaw. The explosive rounds stop you from getting headshots, so outlaw never procs.
