In the Saber Grimoire it says the parts are made by a rising Archon. Personally, I think the Rising Archon is already dead. In a patrol mission on Earth near the wall you go into the wall and a Boss appears (He crawls out of the hole in the wall). He is called Karrkis, Archon Rising. That's what I think
