Good theory. But still i believe the nine are beings. As what the guy below me stated osiris have met them and some of the grimoire card kinda hints that they are beings. I'll give a definitive proof when i find the cards. I'll re edit and show you. Overall a great theory still :)

While you're looking for that card do consider that they made xur from old dead cells. As giant celestial bodies I imagine they can make a small manifestation of themselves on one of Jupiter's moons. Why Jupiter? According to the Romans Jupiter was their name for Zeus who is king of the gods.
