The way I interpret this is her current inventory is getting replaced. Instead of making them unobtainable (like zombie dance) they will be in rng bags. I doubt they will be grouped by category, more likely 2, 5, 8, or some such model. Don't want to risk RNG for emotes? Then heed his words and buy the ones you want now. Personally I don't understand why they just can't rotate like Eva Levante's emblem inventory.
