Bungie claimed that:
"Consumables are not being planned to be sold and were not ever planned" (or something like that.)
But Tess and her shop say somewhere that "Consumables are non-refundable."
So idk what's happening with them right now..

Could be that they plan to add in consumables for effect. Flaming head, different warp appearances, etc. Things like Flight of Shadows and Jackolytes.

They were talking about the ones that were supposed to increase the chances of loot drops in the raid. Luke Smith mentioned them specifically when he denied the rumors. He conveniently left out these shortcuts in the denial though.
