This is how they 'solved' the 'forever 29' problem.
You like PVP: ToO or IB.
You like PVE: CoO or TTK raid.
You think it's unfair, don't play, Bungie already spoke...
Sorry to be blunt, but, complain about things that actually matter. This is a video game... You know, an electronic toy...

The only PVE way is HM raid. CoO drops 300 max. If they offered a different alternative for PVE players then things would be evened out. PVP players are offered two ways. PVE one way. IB offering gear up to 320 would be like strikes giving a chance at 320 gear. It would be too easy.
