He's intelligent... but that intelligence is used in support of a belief system that doesn't require it necessarily. Basing someone's intelligence on whether or not you agree with them is idiotic. However, since he is conservative, he would be serving the interest of his belief system, and not in the interest of people. Any benefits that would arise would be incidental, as his assessment of policies wouldn't have anything to do with the people that it would fall under.
