They did not add a raid. It was a 3 player arena with 4 combat zones.
You're another one of those people using that word, could. Just because Bungie CAN do something doesn't make it moral or (if it wasn't for the EULA) LEGAL.

Far prior to release on the season pass, there is proof of it once stating that each expansion would include a raid (or maybe they just used the word "raids", plural. I don't quite remember, as I don't purchase season passes). That's not a big deal though, HoW was better than TDB anyhow. So we get back to your point, now seen as that they could have not included a raid in the Taken King. I 100 percent wholeheartedly agree (hopefully they would drop the price with such a big cut though). UNLESS however... They mentioned the raid, advertised the raid, and come launch day, it was nowhere. They never mentioned it would be delayed, it just wasn't there and they don't comment when asked about it. I'd disagree with you there.
