For the fun of it I killed the elite vandals at the Forgotten Shore until Randal spawned in their place, to see how Randal would handle hammer of Sol. Using Forgemaster and Flameseeker as perks affecting hammer. Randal took all seven hammers to the face and laughed it off, still having more than half of his health. So even Hammer of Sol is not enough to defeat Randal.
