So I am physically unable to get the raze lighter or bolt caster because shax will not give me the quest even though both swords are 295 and are 100% maxed and i have 0 quests active on either of their respective characters I still can't get the quests

You've tried speaking to him, right? I've ears the quest won't pop up and you have to actually talk to him.
