You don't need to activate a hand cannon or primary telemetry to finish the first step of the quest, if you have armor that increases the upgrade rate of hand cannons. I've almost completed this step and not once activated a telemetry. It doesn't skip a lot of the quest or save a ton of time, but if you're short on glimmer or primary telems, it's an easy solution. Can anyone else confirm this?
