Enough already... He doesn't sell weapons anymore, and recycles armor, Which is fine, because he sells 3 of coins and armor engrams which are better, and here is why: 1 - Buying from him gives you the weapon or armor at 280. You need to infuse a bunch of stuff to get it to 290+ (If you are not using weapons at 290+ yet, then you are probably doing something wrong) Engram drops are guaranteed at 290. 2 - Buying a weapon costs 20 something, and an armor piece is 13 strange coins if memory serves me, you can buy 5, 3 of coins for 7 and likely will get an engram of some sort every 7 or so. Again, these engrams will drop at at least 290 level. I am 300+ and get 310 items once every 2 engrams at least, allowing me to infuse and upgrade whatever I want way quicker.
