Why do they need money? Do I have to point out that every game, product, food item, cosmetic is developed to [i]make money[/i] Everything you buy makes someone else money. Everything. A budget means nothing, profit is what they are after by providing things we want. Hell, its not for everyone, but someone's going to buy into it, and that's profit.
