I have killed that Valus guy while playing my Titan in the Regicide mission with a Three of Coins active. Didn't get any drops, but of course that doesn't prove anything one way or another except that there's no guaranteed drops, which I imagine is common sense for most people. Also should note that I wasn't playing on Heroic, if that matters.
