the guy who has it already stated he got it from the draksis farm.
considering he got it after the 3 of coins hot fix I'd say it's more likely that they stealth unlocked exotics for us.
It would be cool if your idea was true for strike bosses getting their own exotics as well. But making them story missions locked would just make everyone do what they patched out. which was story mission farm.

I'm pretty sure every Tuesday they are unlocking one new exotic.

Haha bungie did it on purpose.. Make us deplete strange coins for a few exotics, then unlock the rest knowing we have none to keep us grinding

well it was smart of them. they knew we'd probably find some way to abuse the coins. so they waited.
