In the UK, the game is a 16 and therefore nobody under that age should be playing it. The reality is however that kids have access to far worse games than destiny from their parents and nothing seems to stop that. I know of a 9year old that plays GTA having been given it from his auntie and I was like 'wtf is wrong with you?!'
