Rarely play pvp is a key here. Let everyone play like they want to play. If a load out causes such discrepancy in the game that you have to switch to a similar load out to counter it it doesn't let everyone play like they want to play. It lets the scumbags play how they want and everyone has to change how they play to counter it. No load out should require so little skill from one side and a massive increase in skill from the other.
