I think it's more a matter of the 3v3 playlist are where more serious pvp folks go for a challenge. It's the closest players can get to private matchmaking as there are way more full fireteams than in 6v6. Also 3v3 lists are a better way to stay sharp for trials than 6v6 as the meta game is different.
