I have gotten a total of 5 Etheric Lights in the past week. I have one 34 and one 33 and a half. The EL drops from PoE and ToO tier packages. I feel the ppl complaining about EL rarity are the ones that either only play PvE or the ones that only play PvP.
But, if you play both, you essentially double your chances of getting EL.
