A 4k TV will only give you 4k resolution on Blu-ray and special channels that are formatted in 4k. Otherwise it's just 1080p.
Same principle as the HD channels that came out. There's not alot of support for it

Not really. Good 4k sets will upscale non 4k content. It's not 4k but does look better than 1080p depending on how far you are from your TV and how discerning your eye is.
