You buy the vanguard armor to pass the 25-26 area. You'll never pass those without legendary gear. EVER.

But I've seen people with rare items that are level 25.

Yeah, they do that by getting to lvl 24-25 and then delete and restart with another character of the same type. Then you'll get engrams starting at lvl 26 and higher.

I said PAST those levels. You don't even need to ever be 21-26. You can skip those entirely if you have purple gear from vanguard.
