Because shotguns never did enough damage to anything to warrant use. To be close enough to use a shotgun, the enemies can basically one hit melee you if its a bigger enemy. Especially if lightswitch is turned on. Why even risk that if it takes 4-5 shotgun blasts before you can kill something?

Oh yeah Nightfall is somewhere where I don't use my shotgun for sure. I love them in strikes thou, they do enough damage there and enemies don't just onehit kill you.
