I was under the impression that "Jovians" was referring to the gas giants beyond the asteroid belt, since that term is used that way in astronomy. I never considered that Jovian might be referring to beings that live out there. That might explain what Xur is, though.

That's exactly what xur is. I think the nine literally recreated him somehow after being annihilated by the darkness
