In case you didn't notice, there are two points where the Blades are summoned and both have level 20 Accolyte. Not just near the plane you described.

Regardless I don"t think they are supposed to be level 20 guys in a level 5 area

That's why it says "coward before the blade of Crota" in the bottom of the screen. It's meant to put fear on lower level guardians. Nothing is wrong in this area.
