It is guarded by the Titan order. But you don't see it because you never actually see the city's wall in game, in detail.
The walls in the Cosmodrone are nowhere near the City, if that's what you are referring to.

Yes, the Cosmodrone is in Old Russia. Many suggest the City is in or near Canada.
