I too thought like you. I bought Satrienne Rapier from the Crucible vendor, thinking it would be a suitable replacement for my Fatebringer. I maxed it out and took it for a spin and you know what?
It's no Fatebringer.
If Satrienne Rapier had more bullets in the mag, then maybe, maybe, it would be a viable contender. It just doesn't have enough impact for only 13 rounds in the mag. Plus, Hand Cannons handle better than Scout Rifles, especially at the range most of the CE encounters take place at. Once you're back in Scout Rifle range, you should probably be using VoC anyways.

I disagree. My raid group does left side strategy for hard mode and being able to sit inside and take out all the thralls on the bridge with 1 shot is pretty nice. The rapier is pretty damn good at longer ranges. For close to mid range I use the fatebringer and over that I love to use the rapier. Both are situational.

Uh, I don't actually know the numbers. I think it'll one shot things like Dregs/Acolytes/Goblins or whatever is in that tier of enemy type. But if the enemy is below lvl 30, Attack power doesn't really matter (unless you're less than lvl 30), and you're back to comparing Scout Rifles vs. Hand Cannons in general, which really just comes down to preference. The only thing holding the Rapier back is the size of its mag. If it was like the pre-DLC Crucible Scout Rifle with Firefly and Field Scout (can't recall its name, sorry), it would be ridiculously awesome.
