How is it myth if it is in the official patch notes?

Do a study on RNG and its liabilities.

It still has a higher drop chance in roc strikes. Rng sucks, but they still have a higher chance to drop. I got one just yesterday after doing one strike. Yeah, it's not a frequent thing but it does happen.
