You have to turn in multiple normal bounties at once. Easiest way I get them

I do and still nothing twice i turned in 10 at a time

That makes no difference you have a 1% chance for every bounty you turn in. Only reason you think you get lucky when you turn in multiple. Is because you now have more then one chance at getting it. Odds are still the same.

There's no guarantee you'll ever get one. Just like everything RNG based. No guarantee you'll get every weapon

Not necessarily 1% chance is very slim. You could never actually get one. It's all random.
