Drop rate after 1st Raid is 100% for first time. After that it drops to 0%.
If you got it on your Hunter for example and put it on your Warlock, and did the Raid with the Warlock you will not get another Glowhoo even though your Warlock has not gotten the drop. Must maintain shader with class.

I've experienced different. I think it's just per character 1 drop, regardless of if you're wearing it.
