Since you had it on your Titan, you won't get it on that character.
Same with the CE normal shader. Just having it on that character makes the game go "hey, this character has it already. No need to spam them with it" since a few complained about chatterwhite.

If it's your vault, it should drop (96% sure) If it's in your inventory, no.
