32 is one level lower than the enemies in the Hard Raid.
This is 30% less damage dealt, 30% more damage received.
31 is two levels lower than the enemies in the Hard Raid.
This is 40% less damage dealt, 40% more damage received.
Level 31s only deal/receive 10% less/more damage than 32s, the difference isn't that large.

Made it all the way to crota with 2 30's and 2 31s and 2 32s

Trust me it is I ran with a 31 on hard,he quit and I could tell ALOT difference on the way boomers was takin out sheild dropped and all.dont get me wrong it's possible with a 31,but it's flat out easier with 32s point blank
