Yes. You can pick up your game at any game stop, as well. I think.

You can only pick up at whatever store you preordered your game. I'm asking if I can cancel a preorder anywhere, but I'm beginning to think you can only cancel at the same store.

You should be able to cancel your preorder, yes. Might be worth trying any store but going back to the one that you preordered from might be the better idea.
