Seriously, I have no idea who said this was true, but it's not. The person who made this up is nothing but stupid. Did the enemies is hard mode VoG go up to 32? NO. The hard raid will be straight up 33. Any sensible person would also be able to tell that Crota will be impossible with it being level 35, for easy terms... not enough DPS until enrage timer.

True, I think it's just stupid they would make it 33 instead of 32 which is the max.

That is clearly is to add difficulty. Being under leveled means we need to be careful(at least at first).
