You are correct. It should do this. But it does not. Basically, the chest gives you the 'Gift of the Sun' upgrade, so that way you can choose another perk in that section.

I refuse to accept that as the logic. Don't tell me something does something (bungie) when it does not in fact do exactly that... Especially when I spend strange coins on it... Coins that could have been spent on dragons breath
