It's random but I would do every vangaurd one for about a week you should have one by then
You can also get them from eris

I have done 2 Eris bounties now and usually knock out the vangaurds in about an hour when I get on every day. Looks like the general consensus is to just keep on doing as many as I can get my hands on. Thanks for the advice!
