It works. With no keyhole you can't shoot through a hobgoblin's or phalanx's shield, but with it you can. I'd about the enemy part but I just use combustion to kill the guy behind them.

Using keyhole to get past physical shields I understand. But with the description clearly stating that it goes through enemies to hit others, that is what escapes me.
