I would be ok with IB vendor selling + 36 Light gear, but I wouldn't expect it until right before HoW drops. And this gear should require radiant shards to upgrade, which just throws the player back into the raid (I would be very frustrated if IB gear was + 36 Light but used ascendant shards). Also, the lvl difference between 31 and 32 is negligible. I was a 29 going against 30s pre-DLC, and I still did as ok as I ever do. I never noticeably lost a fight that I normally would've won.
On a side note, why do PvP players care about level cap? The only reason to hit 32 is if you're trying to do hard CE. Lvl 31 will get you through all the other content in the game and makes no difference in normal Crucible. Iron Banner is where you go to show off your best gear, it's not inherently more "competitive" than normal PvP.

Well, you have a better chance (not saying you're guaranteed to win, you just have a better chance) at the trials of osiris and future iron banners at the max level.

It isn't out yet, I'm just saying that for the trials (whenever it comes out), it'll be better to be at max level.

I wouldn't be frustrated I would be strategic about it. Don't waste radiants on raid gear that you can use ascendant for.

I don't care normally. But, Iron Banner isn't normal Crucible. It is annoying that the "PvP" event that the PvEers hate us for gives an advantage to raiders. At the least give us the ability to earn our way through this "PvP" event to level cap. That way, when the next Iron Banner comes around we don't have raiders with an advantage over us.
