Seeing as the light was level increased for the expansion, the only way to reach it should be via the expansion.

If the gear is light lvl 36 and requires radiant mats it is still only for those with DLC. So not an issue

By that logic IB should no longer be available to those without expansion.

You can make it so level 32 gear is only available to people with the expansion. Those without the expansion can still reach level 30.
