So, theoretically, since the LDR with Armor Piercing can shoot through wells, could my Red Hand IX with Armor Piercing do the same??

It can shoot through any walls, not just well walls.

Sadly no...in-universe I think its because the handcannons rounds just aren't big enough. Unlike a snipers...

The effect only works with Sniper Rifles.
