Nope. They are not designed only foe PvE. You should spend more time on your "research".

But they are lol XD the only things useful in pvp are impact and your "talent build" or perk setup . Armour and level is basically irrelevant outside iron banner.

The armor itself is usless but its perks and stats are super useful. Extra heavy ammo, extra shot by the golden gun or longer shoulder charge, faster reloading of weapons, faster super charge rate and a lot more etc. Come on......

If it's all reload stuff it's useful but most stuff is geared towards PVE playing.

I love how you really only list exotic perks there or perks that don't tend to come up too often on all pieces of gear. Kinda shows your short sightedness

Know far more about the game then you but you clearly only stated exotic based perks and a few that do not appear on a lot of armours etc. There's a lot more armour than a few legendary regurgitation pieces and a few mediocre exotics.
