Well, Switzerland won. They were in the thick of it and they went unscathed by both the USSR and Germany.
In terms of traditional victory, I would have to say that the USSR and USA emerged as the victors. They gained the most.

Yep. Maintaining a state off armed neutrality was the smartest thing that they could have done in that situation.
