It's the same thing as Helm of Inmost Light for the Titan. It basically allows you to have a perk in the skill tree equipped without actually having it equipped.

Biggest problem is that it only works with fusion grenade but the skill perk is additional grenade, doesn't matter what type.

And that's why Titans are better. ;)
