Typically, changing UPnP or port forward settings can help get you out of this state.

Thank you for replying! Destiny is the only game that I am having connection issues with. But I have gone through this guide and nothing has helped. I believe it has something to do with my ISP and their router firewall not allowing me to connect to other people's Xboxes. I have port forwarded the specified ports, and there is no option for UPnP for my router from what I can see. Any other suggestions?

Unfortunately, you may need to contact your ISP and see if they can do anything else to set up your router to be more open and cease any packet loss. I apologize for the inconvenience.
