All, I have since spoken with Playstation about this. Basically, if you create a sub account for someone whose age is less than that of the game, PS4 recognises that the user is not "old enough" to play the game and bars all online features.
Because destiny is solely an online game, that means that anyone under the age of 16 (it's Pegi rating is 16) will [b][u]NOT[/u][/b] be able to play Destiny, and the servers check against the age in PSN.
Also, you can't change the DOB of a PSN account. The ONLY way around this is to create a new PSN account where the account holder is 18+. That's why so many people lie about their ages.
Regarding the parental controls, there's really no point to them as far as I can see... Irrelevant of whether you want your kids to access the game, PSN will not let them if they are not old enough. #NannyState

It's maybe something for your team to "fix". All its doing is driving people to create "fraudulent" accounts where they lie about their ages. If the master account holder has given permission for the sub account holder to play applications to a certain level, neither Bungie or PSN should intervene. It's like stopping a 13yr old from seeing a 15 rated film at their own home even if their parents approve... A step too far. Either way, I've created a second PSN for me and am allowing him to use that. The only way around it.

Not an issue Bungie can fix, it's all those people that put rating system into system and on games. Required to by law. Get the law changed or removed and then issue would be fixed.
