It "bounces" your IP around different nodes, which people can set up. It makes it nigh impossible to track one specific IP after it goes through the node, because there are many others who will also be going through the node. At least that is what I understand is going on. And access to the deep net, can't forget that.
You're right. It acts as a medium for anything you send and receive and bounces the IP around different nodes until it filters back through and you receive the information. It is very hard to track an IP that bounces around a 1000 different places because you can't be sure where it actually ended up. One can also spoof their IP, which means they change the header on the sent packets which makes it look like it's sending them from another machine or IP address. You can still be tracked, and I would tell you how. But at this point it would go beyond simple knowledge and would be very complicated.
