I could be wrong so don't hold me to it, but I'm 99% sure I read it somewhere that people with that issue needed a hard reset on both their xbox and their modem. If that didn't fix the issue they had to uninstall destiny and reinstall it. But once again don't hold me to it.

I'll try, I did my xbox but not my modem previously.

Hopefully that does the trick, I was having the same issue for about a week where everytime I tried to play destiny it download the same 78mb update each time. It did fully download and I was able to play, but it was very annoying having to go through that everytime I turned the game on

So I hard reset everything. Start up destiny, and bam update, nooooo. 1.21 mb (it actually completed) then it started the 76 mb one again. I'm basically watching it just sit still on 42% for the last at least five minutes. I think I'm being forced to reinstall.
