If the enemies you are killing are a lower level then you, impact is most important. If they are the same level as you or higher attack is the more significant figure.

Not so. Impact is Base damage. Rate of fire is how fast the gun shoots. Reload is how quickly you reload. Those three factors combined to create damage per second (DPS). Magazine size would be used to calculate sustained DPS. Attack is always important, even if you're fighting a level 10. There's no situation in which it's not so.
