Hello,
They are meant to be higher levels.
Each location brings different level enemies, like shown killing dregs and vandals.
The Steppes is the only place you'll find a level 3 blade of crota.

I suppose that makes sense... I was lvling a tatin and a public event popped while the spawns of Crota were around. Almost didn't complete the event.
