Fortunately, it's not true. While it is true that there were small, incomplete sections of the map on the base disc, the full expansion was neither complete nor available on September 9th.
It's common practice to release what is finished for the first expansions, on the base disc, to reduce the download sizes required at a later date.
We downloaded huge amounts of data prior to the expansion launch, which was all the content not on the base disc.
Those types of theories are conspiracy theories.

And what about the huge amounts of data on the launch day? I am pretty sure a 7mb file would not contain the dark below.... (i realized that with as little content that TDB contains, it is possible that the entire DLC was only 7mb) Thanks for playing, please try again...

Which is why it was a great plan to have us download the expansion over several patches, prior to the actual release date - like that 2Gb patch. It let us do all the content right away on release date! Smoothest expansion launch I have ever been a part of, since it wasn't left for everyone to download massive files all at the same time.
